Scrutiny is a key requirement of the Police Authority to ensure that we, and the Force, remain effective and accountable. It helps determine whether the decision making process is clear and accessible and provides an opportunity to influence strategic decision making.
A key feature of our scrutiny programme will be the involvement of community groups and partner organisations and as the process matures, the local community will be encouraged to suggest topics for review through a consultation process.
The main function of the Scrutiny Panel will be to challenge the Force on an agreed subject and to provide a report to the full Police Authority, outlining any recommendations that require approval.
For South Wales, we have four principles of scrutiny:
- Providing a “critical friend” challenge to decision makers
- Reflecting the voice and concerns of the public and communities of South Wales
- Scrutinise, evaluate and report to the full membership of the Police Authority
- Contribute to the ability of South Wales Police to provide an efficient and effective service to the public.
Each subject within the scrutiny programme will have an agreed scope.
A small group of Members will sit on the Scrutiny Panel, and will meet and review information provided. They will also be able to interview and question Police Officers and Staff Members as and when needed.
A full report will then be presented to the full Police Authority, highlighting any recommendations for improvement. These will be placed on the website.
