Scheme of Delegation of Powers to Officers

The Authority believes that its Scheme of Delegation provides a framework which ensures the efficient discharge of its business by allowing for decision making at the appropriate level.
 
This in turn enables the members of the Authority to concentrate on carrying out their statutory functions and to deal with issues of strategic importance.
 
The Scheme of Delegation seeks to identify and clarify those powers which may be exercised by the Authority but which for the benefit of good practice, the Authority wishes to delegate to its Chief Officers. It also sets out any constraints on those powers, including requirements to report back or advise the Authority.
